Spread over two towers, this 137-flat development had been recently built by Taylor Wimpey and was being managed by a large housing association.

Residents were concerned that security concerns were not being adequately addressed and felt that the housing association, which managed many blocks, gave City and North Mill Apartments a low priority.

There were also issues with the accounts, with resident being charged for services that were either not taking place or poorly delivered.

Completed a Right to Manage process with residents, who were unhappy with the management regime installed by the national housing association that built the property 4 years earlier.

Our Process

Following an approach from a single leaseholder, HAUS took residents through a Right to Manage (RTM) process. Even though there are two towers, we proposed a single RTM company, as the buildings were connected by an underground car park.

Our approach was contested but our appointed counsel was able to uphold it – and HAUS was appointed to manage both blocks.

In the three years since, we’ve brought about a great deal of positive change at City and North Mill Apartments. Residents had previously suffered from stolen parcels and walk-ins to the development, so HAUS appointed a concierge, converting a former bin store into a concierge’s office.

Currently working from 1300-2000 and soon to be available 12 hours, from 0800-2000, the concierge takes care of deliveries, and patrols the development using a robust CCTV system to find track and identify offenders.

To further improve security, we fitted stronger doors to the bike and bin stores, eliminating the bike theft and fly-tipping from which the development had previously suffered.

HAUS re-tendered the entire budget, putting in place new contracts. Under the previous management there had been no preventative maintenance: our contract for this essential element has resolved drain and pest control problems that formerly plagued the property.

Despite these improvements, we’ve been able to reduce the service charge and increase reserve funds for future major works, and create the transparency needed for residents to clearly see the accounting and budget-setting process. And with control over major works project, we’re now in a position to put in place a long-term plan for future major works.
